Disassembling the fuel cap is a breeze. I put the plastic inner piece in the lathe and used the Dremel tool to remove a slight amount of the diameter which was causing the interference. I then lubricated the mechanism with some Tribol grease (which contains Molybdenum Disulfide). It operates slicker than goose shyte down a tin horn.
